Lê-qëya Bî (/lɘ/ /ˈqëja/ [rust] [mistress]) is a subtropical Small Town located in the Ênog̈ifê Zone of the Union of Engineers.
The name Lê-qëya Bî is derived from the Iron Elvish language, as Lê-qëya Bî was founded by Gîbê Shesî, who was culturaly Iron Elven.
Climate
Lê-qëya Bî has a yearly average temperature of 23°C (73°F), with its average temperature during the summer being a warm 26°C (78°F) and its average temperature during the winter being a pleasant 21°C (69°F). Lê-qëya Bî receives an average of 284 cm/y (111 in/y) of precipitation, most of which comes in the form of rain during the summer. Lê-qëya Bî covers an area of nearly 4 km2 (1 mi2), and an average elevation of 4722 m (15492 ft) above sea level.
Overview
Lê-qëya Bî was founded durring the late 16th century in fall of the year 1555, by Gîbê Shesî. The establishment of Lê-qëya Bî suffered from many setbacks, delays, and obsticles, most notably a group of Lê-qëya Bî which required millitary assistance exterminate before the community could finish being built.
Lê-qëya Bî was built using the conventions of Iron Elven durring the late 16th century. Naturaly, all settlmentss have their own look to them, and Lê-qëya Bî is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Lê-qëya Bî is buildings are arranged arrounded a highly ordered system of spacious baked earthen streets which form triangular paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The town rests behind the absurdity that is a thick, timber braced, wall made of clay bricks. While visualy impressive and certainly an astetic, Lê-qëya Bî's wall provides no actual defence against siege equipment due to the choice of its cosntruction materials. Even nonexperts can tell the town is trying to impress rather than defend with its walls, towers, and gatehouses. Though admittedly, they do look nice... To primitive tribals who have never seen fortifications before. Lê-qëya Bî's political statment focused walls are in an unremarkable state. To some, this is the ideal sate for defences to be in. In need of absoutly nothing, and ready to serve the town as needed.
Right off the bat Lê-qëya Bî hits you in the face with its success. Everyone, even the peasants, are dressed in well made clothing. Every tool and implement you can see is finely made, and people will boast to you as obvious strangers of the wonders which can be found in their markets. More interestingly is a total lack of beggars, and plenty of new buildings are going up even as you speak. Somehow this town has come into quite a lot of wealth, and recently from the looks of things. The town is very clearly a joyfull place as well as wealthy. Music can be heard often, as well as laughter. The smell of food and drink permiates the air. You can’t help but smile.
Civic Infrastructure
Lê-qëya Bî has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Lê-qëya Bî.
Lê-qëya Bî has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Lê-qëya Bî has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Lê-qëya Bî's public wards, blessings, and other arcane systems.
Lê-qëya Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.
Lê-qëya Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Lê-qëya Bî has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Lê-qëya Bî's chapel was built using a different architectural style from the rest of the town. The style used which employed abundant symbolic geometry, using pure forms such as the circle and square, and plans are based on often symmetrical layouts featuring rectangular courtyards and halls. These structures were is decorated with carved stone or stucco reliefs and made use of colorful stone mosaics..
